Policy Guidelines Regarding Constraints for Technological Transfer

Q. Provide some suggestions as policy guidelines regarding the problems in technological transfer for rural development in Bangladesh?


Rapid technological transfers for rural development can result reverse as the new machineries and new technologies can be worsen. First technology adaptation power for both local and policy level should be developed. Here are some suggestions as policy guidelines regarding to address the problems.

  • There should be some training programs for helping farmers to identify and overcome production, farm management and marketing problems at farm level through the exchange of information among farmers, extension staff, input suppliers, credit agencies and marketing agents on use of modern technology.
  • There should be a superior rural credit market to remove scarcity of loan able funds, monopoly of moneylenders, high transaction costs for small loans, high default risk etc.
  • Provides information to agricultural research institutions on farmer’s production constraints so that appropriate basic, applied or adaptive research can be carried out to address them.
  • Development of Rural growth centers in important market places for easy market linkages for the small farmers the non-farming traders, and processors with the large urban markets.
  • Helps in the successful creation of opportunities or situations in which farmers gain the abilities and skills necessary to meet their needs and interests in such a way as to attain continuous improvement and self-satisfaction.
  • Set up Employment and Resource Centers at the Thana level for the promotion of rural non-farm employment for rural development.
  • The Bangladesh Agricultural Development Corporation (BADC) may also be reorganized for providing training on the operation and maintenance of agricultural and non-farm machinery particularly for the high school drop-outs.
  • BADC may also establish storage and processing facilities for perishable products, and invest in developing a fleet of modern transport with refrigeration facilities, the services of which may be rented-out to rural traders and entrepreneurs.
  • Development and dissemination of early-warning and market information by developing the telecommunication systems.
  • There should be an improved for agricultural diversification and improved agricultural technology- promotion of non-food grain crops, development of poultry, fisheries and livestock, increasing agricultural productivity and reducing post-harvest losses and disease/pest prevention.

All in all it can be said that education, skill, income by different trains and workshops can helps rural people being capable of adopting technology and secure income source, available credit access, increasing fund or capital can increase their power for adopting technology and different government and non government initiatives can only help them in this concern. If the background for adopting technology can be created, then only rapid technology transfer would became possible.
